2018 Common Rule

On January 19, 2017, the U.S. Department of Health and Human Services (HHS) and other 15 Federal Departments and Agencies announced revisions to modernize, strengthen, and make more effective the Federal Policy for the Protection of Human Subjects that was originally promulgated asCommon Rule in 1991.

The Common Rule went into effect in 2018 (thus referred to as the 2018 Common Rule) but could not be fully implemented until 2019. UCI implemented the 2018 Common rule on January 21, 2019. Researchers may learn more about the 2018 Common Rule on the HHS webpage.

Beginning in September 2021, UCI will follow the 2018 Common Rule for all protocols as part of the transition into Kuali Research (KR) Protocols. At the time of the first transaction in KR Protcols, HRP Staff will work with Researchers to ensure their protocol is updated to meet 2018 Common Rule requirements.  An administrative checklist has been developed to help navigate the additional requirements of the 2018 Common Rule: Checklist - Transition to 2018 Common Rule.
