Training Grants


This guide is specifically for applications for T32 Ruth L. Kirschstein Institutional National Research Service Awards (NRSA).

Institutional NRSA programs allow the Training Program Director/Principal Investigator (Training PD/PI) to select the trainees and develop a program of coursework, research experiences, and technical and/or professional skills development appropriate for the selected trainees. Each program should provide high-quality research training and offer opportunities in addition to conducting mentored research. The grant offsets the cost of stipends, tuition and fees, and training related expenses, including health insurance, for the appointed trainees in accordance with the approved NIH support levels.

Please read the NIH Parent T32 Guide/ Announcement thoroughly to be sure that your PI’s project would be appropriate and competitive for this type of grant.


Refer to the most current parent guide/announcement. Advise the Principal Investigator (PI) to reach out to the program officer of the specific NIH agency or institute that most closely relates to their area of research. If the PI is unsure, the program officer should work with the PI to hone in on the training grant that best fits them.

General deadlines are Jan 25, May 25, and Sept 25. May 25 is the most common. AIDS-related applications follow unique application due dates: January 7, May 7 and/or September 7. When submitting a 5-year renewal be cognizant of the earliest projected start date to avoid a break in funding

Requirement for ORCID iDs for Individuals Supported by Research Training, Fellowship, Research Education, and Career Development Awards Beginning in FY 2020

In October 2019, the requirement for ORCID identifiers will be incorporated into the appointment process for trainees, scholars, and participants supported by institutional research training, career development, and research education awards that require appointments through the xTrain system, including the following:    

     T03, T15, T32, T34, T35, T37, T42, T90/R90, TL1, TL4, TU2, K12/KL2, R25, R38, RL5, RL9

At the time of appointment, the xTrain system will check whether appointees have ORCID iDs and appointments will be not be accepted for agency review unless an ORCID iD is linked to the individual's eRA Commons Personal Profile.   

PD/PIs of institutional research training, career development and research education awards are urged to begin alerting potential appointees to do the same.

Required Use of the xTRACT System to Prepare Data Tables for Training Grant Research Performance Progress Reports in FY 2020

(NOT-OD-19-108) National Institutes of Health

Beginning with RPPRs due on or after October 1, 2019 (FY 2020), recipients must create the required training data tables for submission with NIH and AHRQ T15, T32, T90/R90, and TL1 progress reports via the xTRACT system.

The use of xTRACT to prepare the data tables for new and renewal applications for the specified types of training grants (i.e., T15, T32, T90/R90, and TL1) will not be mandatory in FY 2020 but may be required in future years. Applicants for new or renewal training grant awards are encouraged to take steps now to gain experience with the system prior to its required use. New users may wish to explore the xTRACT resources available on the eRA website, including instructional videos and FAQs.

Notice of Modifications to Instructions for Letters of Support in PAR-19-102 "Graduate Research Training Initiative for Student Enhancement (RISE) (T32)"

(NOT-GM-19-017) National Institute of General Medical Sciences

The purpose of this Notice is to clarify that the information regarding an institutional commitment to ensuring that proper policies, procedures, and oversight are in place to prevent discriminatory harassment and other discriminatory practices should be included within the 10-page limit of the “Institutional Support Letter”. A separate letter is not required. The signed letter should be on institutional letterhead from a President, Provost, Dean, or other key institutional leader with institution-wide responsibilities.

Harassment and Discrimination Protections in NIH Training Applications

(NOT-OD-19-029) National Institutes of Health

The purpose of this notice is to inform applicants for NIH’s institutional training grants (T15, T32, T34, T35, T36, T37, T90/R90, TL1, TL4) of a new mandatory requirement to include a letter on institutional letterhead signed by a key institutional leader that describes the institutional commitment to ensuring that proper policies, procedures, and oversight are in place to prevent discriminatory harassment and other discriminatory practices. This letter should be combined with all other Letters of Support as one single PDF file in the application.  This policy applies to applications submitted for due dates on or after January 25, 2019. See the full notice for more details on this new requirement. Additional information regarding UCI’s implementation of this policy will be disseminated at a later date.

NIH has recently issued a new notice of clarification (NOT-OD-19-056) regarding the Institutional Commitment Letter required for Training (T) grant applications for due dates on or after 1/25/19.

With this new clarification, here’s our revised guidance:

A separate letter is no longer needed. As part of the Letter of Support or Institutional Commitment Letter that is usually signed by the Dean and/or Chair we need to include a description of the institutional commitment to the following areas:

  1. ensuring that proper policies, procedures, and oversight are in place to prevent discriminatory harassment and other discriminatory practices;

  2. responding appropriately to allegations of discriminatory practices, including any required notifications to OCR (see NOT-OD-15-152); and

  3. adopting and following institutional procedure for requesting NIH prior approval of a change in the status of the Program Director/Principal Investigator (PD/PI) or other senior/key personnel if administrative or disciplinary action is taken that impacts the ability of the PD/PI or other key personnel to continue his/her role on the NIH award described in the training grant application (also see NOT-OD-18-172 re policy on change in PD/PI status).

In order to comply with these requirements, please include the text below from the UCOP letter in the Letter of Support or Institutional Support letter:

This letter confirms the commitment of the University of California to ensure that proper policies, procedures, and oversight are in place to prevent discriminatory harassment and other discriminatory practices.  The University has on file with the HHS Office for Civil Rights (OCR) Form HHS-690, a one-time Assurance of Compliance ( This assurance is also affirmed by Authorized Organization Representatives (AOR) submitting grant proposals to NIH. Systemwide Employee Relations in Office of the President ( supports systemwide compliance with federal requirements for the provision of equal opportunity and affirmative action as it relates to race, color, creed, religion, national origin, citizenship, sex, age, marital status, sexual orientation, gender identity or expression, disability, or status as a disabled veteran or Vietnam-era veteran, or other protected veterans. In addition, each UC location employs Equal Employment Opportunity/Affirmative Action Diversity Administrators ( to ensure University compliance with its obligations under federal statutes and regulations.

A systemwide Title IX office provides direction and support for Title IX offices at the ten UC campuses, the Lawrence Berkeley National Laboratory (LBNL), and the UC Office of the President. This office assists in implementing systemwide initiatives and best practices in harassment prevention and response. It also provides investigative support and development, and delivery of education and training to Title IX offices and other university partners involved in preventing and responding to sexual harassment and sexual violence. Each UC campus and location also has a Title IX officer who oversees compliance with the UC Policy on Sexual Violence and Sexual Harassment and other Title IX-related policies. UC’s Sexual Violence Prevention and Response website ( provides important guidance, including how to file a report of complaint, and each campus and location has a website.

University of California AORs have formal delegations of authority to solicit, negotiate, and/or accept extramural awards. As a condition of this delegated authority, and in accordance with NIH policy, AORs follow institutional procedures for requesting prior approval from NIH (or any agency) for a change in the status of the Program Director/Principal Investigator (PD/PI) or other senior/key personnel when such a change would affect the P1’s ability to conduct the work; this includes administrative or disciplinary actions. Additionally, Sponsored Projects Offices provide training and guidance to Pl/PDs and to school and departmental administrators to ensure that they are aware of sponsor policies and expectations, as well as the University’s obligations. Sponsored Projects Offices communicate changes and updates to extramural policies and procedures to the research community.”
